我們將把所有簽名將於星期四(11月9日) 晚 遮打花園燭光晚會上遞交衛生福利及食物局局長、《防止殘酷對待動物（修訂）條例》草案委員會主席、及全體立法會議員。

| 2006年防止殘酷對待動物(修訂)條例草案，於2006年10月10日會議中，大部份委員接受提高刑罰至HK$100,000和監禁1年，另增加一項《嚴重殘酷對待動物罪行》，刑罰為HK$250,000和監禁3年。
2006年11月2日會議中，香港政府以認為沒有必要和不宜加設《嚴重殘酷對待動物罪行》為理由，只建議提高刑罰至HK$200,000和監禁2年。並暗示委員會若不接受此項建議，政府將或會全面收回所有修訂。
多個團體及獨立人仕均認為政府所提出之建議，未能反映殘酷對待動物之嚴重性。而舊有政策於三十多年前修訂，今次修訂罰則，如再未能反映殘酷對待動物之嚴重性，我們或許需要再等待三十、四十年或無了期的下一次修訂。
我們希望大家為無語無助的動物伸出同情之手，簽名支持：《嚴重殘酷對待動物罪行》，最高刑罰為HK$250,000和監禁3年。。

At the meeting of the Bills Committee on Prevention of Cruelty Against Animals (A) 2006 held on 10th October 2006, most committee members agreed to increasing the maximum penalty to HK$100K and one year imprisonment, and HK$250K and 3 years imprisonment for aggrevated offences.
On 2nd November 2006, the government suggested that there is no need to have aggregated offences and therefore proposed a maximum penalty of HK$200K and 2 years imprisonment. The government also insinuated that if the committee does not accept their proposal, they will withdraw all amendents to the original package.
Various groups and individuals feel that the current proposal from the government fails to reflect the severity of cruelty against animals. The original legislation was last amended more than three decades ago. If the current admendment exercise fails to reflect the gravity of the situation, we may have to wait another three decades or even indefinitely for the next amendment.
We hope you will extend your helping hand by joining our signature petition to support setting the penalty for aggrevated offence at HK$250K and 3 years imprisonment.
