BEATING dogs to death is the most cruel and inhumane means of rabies containment.
It's good that Mao Qun'an, the spokesman of the Ministry of Public Health, recently cautioned local governments against clubbing dogs, although he knew that rabies cases have been increasing lately.
Mao made it clear that legally registered and raised pet dogs should be fully protected.
It's sad that in some regions, local governments have mobilized people to beat as many dogs as possible in the false belief that this is the best way to control the spread of rabies.
Such massive killing reflects not only those officials' lack of concern for animal rights, but also their failure to prevent rabies in other ways.
Attacking dogs on a massive scale is in fact the most stupid method for preventing rabies, and it is favored by lazy officials. Efficient methods include vaccinating dogs and improving the way stray dogs are collected and handled.
These really efficient methods, however, will take longer time than beating many dogs to death overnight. That's why some local officials prefer the "quick therapy."
In beating so many dogs to death, one sees those officials' disregard of animal life, of law, and of their own responsibility.
Let's hope that Mao's latest speech will help government officials understand that the use of their administrative power must proceed from respect for life.
